Although the web pages of the
Oulun seudun työvoimatoimisto are in Finnish, the office has an
International section, where you can handle any employment/unemployment issues in at least English, and I believe a few other languages as well.
If you need to speak to someone who does not speak English, or deal with forms that are not available in English, someone will translate for you.
For example, when I was thinking about going self-employed, the guy to speak to didn't speak much English, and all the paperwork, including a written business plan, had to be completed in Finnish or Swedish. For the meeting, someone sat with me and translated, and also said that when I needed to do the paper work, I could draft it in English and they could write it up in Finnish.
They also have a jobs board with work abroad, though most of it seems to be manual and unskilled labour.
